In December 2013, Mexico introduced a constitutional reform that allowed companies other than state-owned oil firm Petroleos Mexicanos to own Mexican production blocks for the first time since the nationalization of the country's oil sector in 1938. Since then, Mexico City has been organizing its Round One bidding process to award oil production and exploration blocks to private companies and has increased the flexibility of its minimum work commitment requirements and changed its security credit guarantee.
While the great majority of the oil and gas industry is in the hands of PEMEX, there are opportunities for UK companies, particularly with the new contract schemes and also for equipment and service suppliers in specific projects. British firms already participate in Mexico's oil and gas industry, both in the new contracts schemes and as service suppliers.
Although international attention has primarily focused on the country´s vast hydrocarbons potential, the 2013 Energy Reform also liberalizes the power sector, particularly in generation, as it seeks to substitute the domestic energy mix away from fuel oil and towards gas and renewables. Considering that the country´s energy demand is forecast to grow 4.1 per cent annually during the next 15 years representing a total 66 Gigawatts of new capacity to serve it´s booming manufacturing sector, private players will encounter immense opportunities in this space.
